Fill specification is a project variable
The 5mg and 10mg specifications differ in how much material is packaged into a single vial unit. They do not represent two different product identities.

Quotation unit choice changes the comparison. USD per gram is most directly comparable when fill differs between quotes.
Packaging logic
Outer packaging plans may align more naturally with one fill specification than the other. Packaging alignment should be scoped before locking the fill choice.

For each fill specification, documentation review covers batch-specific COA, identity records, HPLC purity records, water content, and counter-ion form records.
